Broadening the profile of volunteers
Increasing the number of volunteers coming from the Israeli periphery and members of minorities and populations categorized as at-risk youth. More than 50% of the IsraCorps volunteers fulfill these criteria today.

Increasing the effectiveness of volunteer activities by providing appropriate training, placement and guidance
The volunteers participate in training programs and are counseled in professional subjects (e.g., narrowing learning gaps) and in subjects relevant to personal and group development as the future leaders of the State of Israel.

Creating a community-specific volunteer continuum (ages 14-35) to enable the development of local leadership in the periphery, on behalf of the periphery Working with youth, young adults in a 'community service year', and adult leadership groups.
